Most countries assess VAT/GST on the customs-inclusive value (product value + duty already added), which is what this tool does — calculating VAT on the product value alone would understate the real charge in most jurisdictions.

A flat charge you enter to represent broker/handling costs for processing the cross-border shipment — it's not calculated from the product value, you supply it directly based on your carrier or broker's quote.
